Can a Waste Card Move Directly to a Klondike Foundation?
The top waste card may move directly to its suit foundation when the next rank is due: an Ace starts it, then Two through King follow in order.
Yes. The top waste card may go straight to its matching foundation when that foundation is ready for the card. Foundations build upward in one suit: A♥, 2♥, 3♥, 4♥ and so on through K♥.
Thus A♠ can start an empty spade foundation, and 4♥ can move from the waste when 3♥ is already on the heart foundation. That 4♥ cannot go onto 3♦ or 3♣; foundation order uses exact suit, not color.
The source card must be available
Only the uppermost waste card can move. If 4♥ is visible beneath 9♣, the heart foundation may be ready, but 4♥ remains blocked until 9♣ leaves the waste or the cards cycle through a redeal.
After a legal foundation move, the next waste card becomes available. For example, moving A♦ exposes 6♠. If 7♥ is open in the tableau, 6♠ can follow immediately without another stock action.
Foundation or tableau?
A legal foundation move is not always the only legal use of the card. Suppose 5♣ is on top of the waste, 4♣ is already on its foundation, and 6♦ is exposed in the tableau. You may place 5♣ on either destination.
Moving it to the foundation advances the objective and exposes the next waste card. Moving it to 6♦ may preserve 5♣ as a black parent for 4♥ or 4♦. Low cards are usually safe to advance; with middle ranks, check whether an opposite-color card still needs the waste card as tableau support.
Moves that are not legal
You cannot skip a rank: 6♠ may not go onto 4♠. You cannot change suit: 6♠ may not go onto 5♣. You also cannot place a card into an arbitrary empty foundation; each pile becomes the pile of the Ace that starts it.

- Verify that the card is on top of the waste.
- Find the foundation of the same suit.
- Confirm that the immediately lower rank is already present.
- Before advancing a middle card, check whether it is still needed in the tableau.
- Reassess the newly exposed waste card.
